The Hawaii Employer-Union Health Benefits Trust Fund is soliciting proposals for three separate but related contracts: overall benefit consulting services for all EUTF health benefit plans; pharmacy benefit consulting services for self-insured prescription drug plans; and pharmacy benefit audit services. The work supports active employee and retiree plans serving approximately 118,000 subscribers and approximately 198,000 participants including dependents. Benefit consulting includes plan, carrier, rate, utilization, clinical-program, compliance, open-enrollment, reporting, procurement, and program-management support. Pharmacy consulting includes PBM oversight, plan and contract analysis, market checks, procurement support, and prescription-drug compliance advice. Pharmacy auditing includes administrative-procedure review, eligibility comparison, 100% electronic claims analysis, rebate and rebate-credit reviews, performance-guarantee validation, recovery recommendations, and final reports and presentations. Proposers may submit for one or more contracts. The initial contract period is July 1, 2027, through June 30, 2029, with two optional two-year periods. No proposal, performance, or payment bond is required.
