The Port of Bellingham is seeking a qualified real estate and development advisory firm or team to guide redevelopment of the 44-acre Downtown Waterfront portion of the Waterfront District. The scope combines structured community and stakeholder engagement, market analysis, financial modeling and feasibility analysis, development strategy, and implementation planning. The consultant will evaluate potential mixed-use, residential, office, light industrial, marine trades, manufacturing, retail, cultural, institutional, and civic uses; assess achievable pricing, absorption, product mix, phasing, development pro formas, financial returns, and project cash flows; and test redevelopment scenarios against market, operational, infrastructure, and financial constraints. The three-phase engagement will establish community values and priorities, develop a Waterfront Development Approach, identify target uses, conduct market and financial feasibility analyses, and produce an implementation-oriented strategy and three- to five-year action plan. Deliverables will also address development delivery models, infrastructure and other enabling actions, decision workflows, pilot projects, public amenities, and potential future requests for proposals or property-transaction support. Respondents must describe their team, relevant commercial and mixed-use market analysis and development-strategy experience, community-engagement approach, key personnel, and capability to perform the required services. Responses are limited to one electronic PDF of no more than 25 pages and are evaluated on qualifications and relevant experience.
