Description
Webb County is soliciting proposals from a single vendor for the supply and delivery of regular unleaded gasoline and ultra-low-sulfur No. 2 diesel fuel. Pricing is based on the net OPIS Laredo Rack Low reference price, with applicable taxes, loading, freight, pump, and other permitted charges plus a fixed profit margin. The revised Form A price sheet requires pricing by transport load, delivery time, and an indication of whether the vendor will provide free disposal of used oil and filters. The solicitation specifies standard 40 cetane diesel and no additive requirement. Addendum 1 requires respondents to sign and submit the addendum with their proposals and directs vendors to use the OPIS survey prices published Thursday, September 17, 2026, as the base reference price. The contract has an initial three-year term with up to two additional one-year renewal periods, with performance scheduled to begin October 1, 2026. Price adjustments are allowed during the contract. The incumbent supplier is Arguindegui Oil Company, and the county stated that no bid bond, local preference, DBE, or MWBE requirement applies. Responses must be uploaded through the county's e-bid site and accompanied by the required sealed hard copy.
