Description
The City of Laredo and the Laredo and Webb County Area Metropolitan Planning Organization are seeking a qualified consultant to develop the South Laredo Transportation Planning Study. The 12- to 18-month study will assess current and future multimodal mobility needs within South Laredo and the surrounding Webb County area, including roadway and thoroughfare planning, pedestrian and bicycle infrastructure, transit, freight, school travel, safety, congestion, land use, crash data, economic opportunities, and future growth. The study area includes portions of the City of Laredo and the Laredo Metropolitan Area Boundary, with particular attention to the US Highway 83, US Highway 359, US Highway 59, Loop 20/Cuatro Vientos corridor, and the proposed 4/5 International Bridge. The consultant must provide project management, stakeholder and public engagement, data collection and analysis, review of existing plans and studies, recommended short- and long-term projects, an implementation strategy, and draft and final reports. Required engagement includes stakeholder outreach, at least two public meetings or workshops, digital engagement, and documentation of feedback. Deliverables include project schedules and management materials, technical memoranda, traffic and crash data summaries, roadway-condition maps, recommended projects, presentations, reports, and final GIS data in shapefile format. The draft and final reports must be delivered digitally in Adobe PDF format, with an editable copy of the draft report; proposals are limited to 25 pages, excluding specified items such as resumes, cover sheets, table of contents, flyleaves, and dividers.
