Description
The Department of Veterans Affairs is soliciting a firm-fixed-price construction bid for the Fort Bliss National Cemetery Gravesite Expansion and FCA Deficiencies project. The base bid includes site preparation, demolition, mass excavation and earthwork, roads, walks, grading, drainage, utility relocation, irrigation, landscaping, erosion controls, signage, site furnishings, communications improvements, facility-condition assessment corrections, infrastructure repairs, and construction and installation of pre-placed concrete crypts and in-ground cremation sections. The price schedule separately requires pricing for 6,632 base-bid pre-placed crypts and their delivery. Option 1 covers additional burial expansion and sitework, including 2,652 pre-placed crypts and delivery. The project also includes work involving occupied cemetery facilities, historic elements, environmental controls, Davis-Bacon wage requirements, safety planning, quality control, and coordination around burials and ceremonies. The solicitation states a construction magnitude of $10 million to $20 million, requires a 20-percent bid guarantee capped at $3 million, and requires performance and payment bonds equal to 100 percent of the awarded contract amount after award. The base performance period is 18 calendar months from notice to proceed, and the Government may exercise the priced option within 90 calendar days after award.
