The Department of Veterans Affairs is seeking a construction contractor for the Fort Bliss National Cemetery Gravesite Expansion and FCA Deficiencies project. The base bid includes mass excavation and earthwork; roads, walks, grading, drainage, utility relocation, irrigation, landscaping, erosion controls, signage, site furnishings, information-technology communications improvements, facility-condition assessment corrections, and construction of pre-placed concrete crypt sections TT, UU, VV, QQ, and WW plus in-ground cremation sections W and Y. Work also includes repairs and upgrades to associated existing infrastructure, buildings, utilities, cemetery features, and historic elements. Construction must comply with the provided drawings and specifications, including requirements for historic-resource protection, cemetery operations, environmental controls, and coordination around burials and ceremonies. Option 1 covers grading and development of additional gravesite expansion areas XX and YY, including pre-placed concrete crypts, drainage, irrigation, landscaping, and related infrastructure. The scope of work requires all labor, materials, tools, equipment, and services necessary for construction. The stated construction performance schedule is 18 calendar months from notice to proceed. The solicitation is reserved as a Service-Disabled Veteran-Owned Small Business set-aside.
