Description
The Office of Hawaiian Affairs seeks a qualified firm to establish and implement a practical, scalable, culturally grounded reentry bridge program for Native Hawaiian individuals incarcerated in Hawaiʻi correctional facilities who are generally within 90–120 days of release. The estimated annual cohort is 25–40 participants, with priority for individuals at high risk of homelessness, unemployment, or recidivism. Required services include individualized reentry needs assessments and personalized reentry plans; release-day coordination and transportation; assignment of reentry navigators; housing placement and stabilization assistance; healthcare and behavioral-health access; culturally grounded healing and peer-support activities; employment preparation, referrals, vocational training, and apprenticeship pathways; community and ʻohana reintegration; and post-release case management for up to 6–9 months. Deliverables include 25–40 personalized reentry plans, healthcare connection within seven days of release, housing placement targets, employment or training outcomes, and quarterly and final evaluation reports. The stated budget allocation totals $200,000, and the contract is structured as an initial 12-month fixed-price term with extensions of up to 12 months, not to exceed 60 months total.
