Description
Harris County is soliciting proposals for inspection, testing, maintenance, repair, and reporting for fire and life safety systems and related equipment across approximately 190 buildings in four regions. The scope includes fire alarm systems, sprinkler systems and pressure-reducing valves, fire pumps, standpipes, fire extinguishers, special-hazard suppression systems, emergency and exit lighting, fire and smoke dampers, gas detection and monitoring equipment, and related security and alarm equipment. The contractor must provide labor, supervision, equipment, materials, routine repair parts, travel, testing, tagging, documentation, and a web-based reporting portal with searchable and exportable records. Repairs and replacement parts must meet applicable NFPA standards; replacement parts must be OEM parts from factory-authorized dealers where specified. The contractor must provide copies of applicable licenses and certificates with the proposal and conduct an initial facility assessment within the first 365 days. The initial contract term is one year beginning approximately January 1, 2027, with four potential one-year renewal options. Proposals must include detailed service methodology, pricing, organizational qualifications, comparable references, legal documents, required certifications and forms, and the applicable M/WBE utilization materials. The solicitation requires a bid guarantee equal to 5% of each separate bid, payable as a bid bond or cashier's check. A payment bond equal to 100% of the proposal is required if the successful vendor uses subcontractors. Harris County also requires specified insurance coverage, compliance with its contractor minimum-wage policy, and mandatory participation in the pre-proposal conference and scheduled site visits.
