Description
The State of California is soliciting proposals for comprehensive electronic benefit transfer services supporting Food and Cash benefits, SUN Bucks, WIC, the Farmers' Market Nutrition Program, and related benefit programs. The selected contractor will provide transition services from the incumbent system, migrate account and transaction data, establish interfaces and telecommunications, conduct testing and cutover, and support ongoing statewide operations. The scope includes EBT host systems, transaction processing, settlement and reconciliation, card and PIN issuance, retailer enablement, wired and wireless POS equipment, automated response units, 24/7 cardholder and retailer call centers, websites, mobile applications, fraud analytics, data warehousing, administrative applications, reporting, disaster services, security, customer support, and WIC farmer QR-code transactions. Proposals must include administrative and technical responses, bidder and staff qualifications, narrative responses, transition workplans for Food and Cash EBT and WIC EBT, and completed cost worksheets.
