The Defense Logistics Agency is soliciting a firm-fixed-price quote for 320 each of NSN 8455-01-475-8875, described as U.S. Army shoulder-sleeve insignia. The required item is a subdued, three-color flag insignia with hook-and-loop backing, sized 2.25 by 3.5 inches, identifying the Netherlands when viewed through night-vision goggles. The end product must be manufactured by a vendor certified by The Institute of Heraldry and listed on its certified manufacturer list. Domestic-origin requirements under the Berry Amendment apply. Five first-article samples are required within 30 calendar days after award for government testing. The production quantity is due 90 days after award and must meet specified packaging, marking, inspection, acceptance, traceability, and quality requirements, including MIL-STD-129 marking and ASTM D3951 packaging unless superseded by DLA requirements.
