Description

Middlesex County seeks one or more HUD-certified housing counseling agencies to deliver first-time homebuyer training and process applications for its American Dream Down Payment Program expansion pilot. Required services include quarterly group classes covering credit counseling, budgeting, and the steps to homeownership; at least four hours of individual counseling and application assistance for each approved applicant; and preparation, review, and submission of application materials and supporting eligibility documents to the County. Vendors must promote the program and provide information to class participants. Payment is per completed unit of service and is made only after the applicant closes on a property using County program funds. Bidders must be HUD-certified housing counseling agencies with at least one year of homebuyer-training experience and must be able to provide services convenient to County residents, including classes and an office in Middlesex County or a contiguous county. The contract is for 12 months, with two optional one-year extensions. The County anticipates approximately 40 funded closings, but this is not guaranteed; award is based on the lowest fee per unit of service.
