The City of Atlanta, through its Department of Procurement on behalf of the Department of Parks and Recreation, is preparing a Request for Proposals for a qualified design-build firm to replace the Grove Park Recreation Center. The selected team will be responsible for comprehensive project execution, including community engagement, surveying, design, permitting, engineering, demolition, site preparation, utility relocation, procurement, construction, project management, quality assurance and testing, commissioning, facility turnover, warranties, operating instructions, and training. The design criteria include architectural, civil, structural, mechanical, plumbing, and electrical design; accessibility; site and utility work; HVAC and building systems; gymnasium equipment; elevator, public-address, access-control, and video-surveillance systems; landscaping; and sustainable-design elements. The draft evaluation assigns weight to the executive summary, organizational structure, key personnel and experience, management plan, conceptual submittal, sustainability elements, and cost proposal. Draft requirements also include a $500,000 owner's allowance, a $2,000 partnering allowance, and a LEED certification process allowance of $150,000. The project requires payment and performance bonds equal to 100% of the total contract value, along with specified insurance coverage and City of Atlanta Equal Business Opportunity documentation, including MBE and FBE participation goals of 25% and 10%, respectively.
