Description
This Sources Sought announcement is for market research only and is not a solicitation for proposals or a commitment to award a contract. The contemplated future project is a complete design-build modernization at Callao Naval Base, including geotechnical verification, site preparation, civil works, architectural and engineering design, structural construction, MEP systems, specialized HVAC and fire suppression, Defense Base Act insurance coverage, and furniture, fixtures, and equipment. The estimated construction magnitude is $25 million-$50 million, with a contemplated performance period of 540 days after notice to proceed. The scope includes spare-parts, clothing and gear, material, customs, petroleum/oil/lubricants, and medicine and medical-supplies warehouses, plus a DIRNOTEMAT and quality-control building with offices, laboratories, testing benches, and IT/telecommunications infrastructure. Ancillary work includes site grading, structural fill, perimeter security, access roads, utility connections, permitting, and logistics integration. Interested firms must submit a 3-6-page capabilities statement addressing company information, bonding or guarantee capacity, experience in Peru or South America, design-build and industrial-facility experience, local licensing and permitting, international logistics, security and port-access procedures, and market risks. Commercial brochures or existing marketing materials may also be submitted.
