Description
This Request for Information seeks industry Statements of Capability for the contemplated Rocket Systems Launch Program Innovative Delivery of Effects acquisition strategy. The Government is considering two multiple-award indefinite-delivery, indefinite-quantity contract vehicles: one for commercial Space Transportation Services and commercial Space-Related Activity launch services, and another for non-commercial Space-Related Activity launch services. Anticipated requirements include dedicated and multi-manifest orbital and suborbital launches, flexible mission design and mission assurance, responsive launch within less than 24 hours, payload swaps after task-order award when applicable, and the ability to accelerate or delay initial launch capabilities. The vehicles will acquire launch services rather than launch systems and may support payload integration, developmental launch vehicle designs, significant modifications, supplemental qualification testing, and developmental concepts of operations. Respondents are asked to describe launch vehicle production processes, flight-proven capabilities and heritage, planned future capabilities, rapid-launch concepts, payload-manufacturing capabilities, commercial and non-commercial launch experience, readiness for fixed-price and cost-reimbursement work, accounting-system capabilities, and views on mission assurance and minimum-award-guarantee deliverables. Statements of Capability are limited to 15 pages, using 11-point Times New Roman font and one-inch margins, and should reference “RIDE.” Responses should include company size status under NAICS 336414 and 481212. This is an informational RFI and not a solicitation announcement.
