Description
The Peace Corps Office of Operations & Security requires specialized international 4PL freight-forwarding, logistics, and customs-brokerage services for shipments from headquarters to overseas posts in more than 60 countries. The requirement includes temperature-sensitive pharmaceuticals, vaccines, biological materials, and prescription medications requiring validated temperature ranges; IATA Class 9 dangerous goods, including equipment containing non-removable lithium-ion batteries; and diplomatic cargo requiring Department of State Government Bills of Lading and controlled handoff into diplomatic pouch or cargo chains of custody. The agency intends to establish three sole-source BPAs with distinct providers, but this notice is not a request for competitive proposals. Responsible sources may submit a capability statement demonstrating bona fide capability, including active cold-chain custody and recovery, dry-ice replenishment or re-icing during disruptions, pharmaceutical import and customs support, difficult-destination logistics, dangerous-goods transportation, secure government freight handling, and diplomatic freight integration. Responses must include company information, contact details, business size under NAICS 488510, UEI, contract-vehicle or open-market availability, a capability statement of no more than five pages, and a list of current customers receiving these services. The anticipated structure is one 12-month base period plus four 12-month option periods.
