Description
The Town of Manteo seeks an industry expert to assess its organizational structure, functions, workforce size, staffing needs, and position competencies in light of current and projected population growth. The selected consultant will recommend organizational changes, staffing levels, roles, functions, and workforce requirements for the next five years without adding services beyond the Town’s current service level. The scope includes a comprehensive classification and compensation review; development of modern classification specifications, position descriptions, pay grades, salary ranges, career ladders, pay progression methods, and compensation policies; a salary study for all Town positions; FLSA classification review; employee placement recommendations; performance management processes; communication and change-management plans; employee and management outreach; training and knowledge transfer for Human Resources staff; and implementation support. Required deliverables include organizational and compensation reports, updated policies and systems, position-description tools, implementation recommendations, training materials, and related communication plans. The engagement is expected to begin December 1, 2026, with project completion anticipated by May 1, 2027, and the classification and compensation system targeted for implementation by July 1, 2027.
