Description
The City of Virginia Beach is seeking a contractor to provide a turnkey, flexible, on-demand shared-ride microtransit service. The scope includes developing service zones; operating curb-to-curb service; providing and maintaining a vehicle fleet; supplying wheelchair-accessible, climate-controlled vehicles; recruiting, training, and supervising drivers; and providing customer support, dispatch, reservation, fare collection, and payment solutions. The contractor must provide operational and performance data, including ridership, on-time performance, customer satisfaction, trip and wait-time metrics, and financial reporting through a dashboard accessible to the City. The scope also includes a dedicated local field manager, coordination with City staff, service adjustments for special events, regulatory and ADA compliance, a detailed implementation work plan, and an extensive community marketing strategy. The expected agreement term is one year with four one-year renewal options.
