Description
The City of Virginia Beach is soliciting unit-price, as-needed services to locate and mark city-owned underground water, sanitary sewer, and certain electrical facilities within the city. The contractor must provide all labor, locating equipment, vehicles, tools, paint, flags, communications, personal protective equipment, and related incidentals. Work includes field visits and marking, office-review/no-conflict responses, emergency tickets during normal work hours, and meet tickets. The contractor must operate in the City's Polaris ticket-management system, comply with City information-technology and cybersecurity policies, and attend specified VA811 and Eastern Virginia damage-prevention meetings. Estimated annual quantities are 40,000 field-visit-and-mark tickets, 5,000 no-field-visit/no-marking tickets, 250 emergency tickets, and 250 meet tickets; quantities are not guaranteed. The initial contract term is three years from Notice to Proceed, with two one-year renewals available by mutual agreement. A 5% bid bond based on the annual total bid is required at submission; performance and payment bonds may be renewed annually and based on one year's pricing. Bidders must submit the completed pricing page, required bid forms and addenda acknowledgments, applicable licensing documentation, and the required SWaM participation materials.
