Description
The City of East Palo Alto seeks a qualified food-service provider to prepare and deliver approximately 20–25 lunches per service day, Monday through Friday, or an estimated 5,000–6,000 meals annually, for its Congregate Meal Program for older adults. The contractor must provide all labor, supervision, food, ingredients, supplies, equipment, packaging, transportation, permits, licenses, insurance, and other resources necessary to perform the work. Meals must be nutritious, balanced, fresh, appealing, culturally appropriate, suitable for older adults, delivered within the City’s 10:30–11:15 a.m. delivery window, and maintained at appropriate temperatures. The scope includes menu planning and advance menu submission, dietary accommodations such as vegetarian, vegan, low-sodium, reduced-sugar or diabetic-friendly, gluten-free, dairy-free, texture-modified, and allergy-sensitive meals; sanitary packaging and transportation; meal ordering and count adjustments; food-safety and sanitation compliance; staffing; quality assurance; nutrition education curriculum; and periodic progress meetings and reporting. Proposers must describe their qualifications, work plan, personnel, dietary capabilities, culturally responsive menu experience, delivery and quality-assurance plans, at least three similar agreements completed within the past five years, exceptions, and pricing. The City budgets $55,000–$70,000 annually, and the proposed contract term is December 2026 through June 2029, with annual evaluation.
