Description
Adams County seeks a qualified food service management contractor for its 1,620-bed detention facility. The contractor must provide three nutritionally adequate meals daily, seven days per week, for approximately 800–1,000 inmates per meal; operate staff dining; provide catering and sack meals; manage regular, medical, religious, vegetarian, vegan, kosher, halal, and other special diets; and supply all required food, disposable serviceware, cleaning supplies, labor, purchasing, inventory, reporting, and sanitation services. The contractor must maintain 3,000 calories per inmate per day, provide at least five days of emergency provisions, support meal delivery schedules, and comply with applicable Colorado jail, health, food safety, and accessibility requirements. The proposal must address food preparation, menus, quality assurance, staffing, security, sanitation, emergency contingency plans, oversight reporting, uniforms, and a cashless point-of-sale system for staff dining. Required qualifications include at least five years of similar food service management experience, demonstrated ability to start operations within 30 days after award, qualified correctional food service leadership, background-clearance capability, and documented financial stability. The response must include a single technical PDF and a separate pricing PDF, along with the required contractor statement, references, pricing form, W-9, 28-day menus, special-diet load sheets, staffing matrix, audited financial statement, and other specified supporting information.
