Description
This solicitation is for aquatic non-native invasive species (NNIS) treatments, specifically Eurasian Watermilfoil eradication, and additional treatment for nuisance vegetation around boat ramps and beach areas within the Hoosier National Forest, Tell City Ranger District, Perry County, Indiana. The contractor must possess a State of Indiana (or reciprocal) commercial pesticide applicator's certification and license, with an OISCCategory 5 Aquatic Pest Management license. Only EPA-approved, non-restricted use chemicals are permitted, and application must follow manufacturer's directions and all applicable laws and regulations. Aerial spraying is prohibited, and vehicle or boat-mounted sprayers are permissible. Post-treatment surveys are required to ensure effectiveness and identify areas needing re-treatment. The contract is anticipated to be a firm-fixed-price purchase order with one base period (August 15, 2026 - October 15, 2026) and two option periods. The evaluation will be based on a comparative methodology, considering past performance, technical approach, and price, with the goal of determining the best value to the Government. Past performance will be evaluated based on three references verifying similar completed contracts within the last three years. The technical approach will assess the operational plan, key personnel qualifications, and subcontractor plans, with a strict requirement for Indiana-licensed herbicide applicators. Pricing must be submitted for all line items for the base and option periods.
