Description
The Delaware Valley Regional Planning Commission, on behalf of Uwchlan Township, seeks proposals from consultants prequalified under TCDI Category 5: Transportation and Infrastructure Planning to prepare a Comprehensive Active Transportation Plan. The plan will establish a long-range vision for a safe, connected, and accessible pedestrian and bicycle network, identify conceptual improvements, evaluate existing conditions and barriers, and support future capital investments, grant applications, policy decisions, and implementation strategies. Engineering design and construction are excluded. The scope includes project initiation and management; existing-conditions assessment; GIS inventory and mapping; public and stakeholder engagement, including at least three public meetings; active transportation network analysis; conceptual recommendations; prioritization and planning-level cost estimates; funding, policy, partnership, and performance strategies; and preparation of a final plan suitable for Township adoption. Deliverables include technical memoranda, engagement materials and summaries, network maps, an implementation matrix, funding strategy, prioritized conceptual improvement program, digital GIS files, and presentation materials. All work must be completed no later than June 30, 2028. The DBE goal has been removed, and there is no subcontracting goal.
