Description
The State of Utah Department of Public Safety, Bureau of Forensic Services, is seeking a single vendor to provide a five-year contract for cloud-based hosting, monitoring, security, automated backups, software updates, maintenance, technical support, and continued operation of its Qualtrax document control system. The system supports the Bureau of Forensic Services and Toxicology Laboratory with document control, electronic revision and distribution, automated workflows, employee training and comprehension testing, notifications and escalations, reporting, and standards-based compliance management. The solution must support forensic laboratory accreditation and audit requirements, including ISO/IEC 17025:2017, ANAB AR3125, FBI Quality Assurance Standards, and ISO 9001. Required capabilities include document versioning, templates, parent-child document linking, web-based organizational repositories, deep hyperlinks to standards, clause-to-artifact mapping, automated gap analysis, corrective and preventive action workflows, audit management, configurable alerts, single sign-on, and FedRAMP or GovRAMP compliance or progress toward compliance. Offerors must demonstrate at least 10 years of proven quality document control experience in forensic science and complete separate technical and cost responses. The stated project budget is $70,000 for five years, and pricing must be guaranteed for one year.
