Description
The City seeks a Historic Officer consultant to support its historic review boards and commissions. Duties include researching structures and improvements and preparing reports ahead of public meetings; attending meetings and recording minutes, motions, and actions; advising boards on their authority and historic recommendations; preparing recommendations on Certificates of Appropriateness; inspecting approved work; and, when requested, serving as a court witness on compliance matters. The consultant will also provide design-review advice and guidance to property owners and applicants before they submit applications. Selected consultants must refrain from professional work in the districts where their work could later be subject to board review. Proposals should describe the consultant’s qualifications, capacity, and experience; identify assigned key personnel and their relevant experience; describe available administrative or backup support; and state whether the proposal covers one review board or both. The proposed 2027 budget is $50,400 total, divided equally between the north-side Historic Architectural Review Board and the south-side Historic Conservation Commission.
