Description
The VA White River Junction Healthcare System requires a committed source of medical-grade bulk liquid oxygen, tank rental, and maintenance and monitoring of the complete bulk oxygen distribution system. The estimated annual requirement is 6,055,000 standard cubic feet, with no guaranteed purchase quantity. The contractor must provide or maintain primary and reserve tanks, backup cylinders or equivalent capacity for at least 96 hours, alarm and telemetry systems, manifolds, converters, regulators, valves, and other required connections. Services include as-needed deliveries, emergency delivery within 24 hours, 24/7 emergency response, preventive maintenance, annual testing and verification, staff training, certificates of analysis for each delivery, and compliance with applicable FDA, NFPA, OSHA, and other regulatory requirements. Amendment 0004 changes the procurement from an SDVOSB set-aside to a 100% Total Small Business Set-Aside and adds equipment disposition terms. Offerors may price use of the existing incumbent-owned equipment or replacement equipment; replacement equipment must be installed within 90 days after award with temporary supply maintained during transition. The contract has a one-year base period and four one-year option periods.
