Description
The National Cancer Institute requires uninterrupted refill and delivery of bulk liquid nitrogen and carbon dioxide for laboratory and research operations at its Bethesda facilities. The contractor must provide the personnel, equipment, transportation, supplies, technical support, and other resources necessary to replenish the gases into existing bulk storage systems and maintain a safe, reliable supply. The attached bill of materials identifies liquid nitrogen, bulk carbon dioxide, a carbon dioxide bulk surcharge, and monthly equipment rental for the first year. This is a notice of intent, not a request for competitive quotations. The agency proposes a sole-source award to Roberts Oxygen Company, Inc., citing its existing service relationship, familiarity with the infrastructure and delivery procedures, and the risk and cost of transitioning to another supplier. The proposed period of performance is October 15, 2026, through October 14, 2027, with one firm-fixed-price purchase order planned.
