Description
The Delaware Valley Regional Planning Commission, in partnership with Delaware County and the City of Chester, seeks a TCDI Category 5 prequalified consultant to prepare a planning-level Microtransit Feasibility Study. The work will evaluate existing transit conditions and mobility needs, build on prior survey data, and assess microtransit, fixed-route bus improvements, neighborhood circulators, and hybrid service models. The scope includes project management, public and stakeholder engagement, existing-conditions and mobility-needs analysis, alternatives screening, detailed financial and operational feasibility analysis, institutional and governance assessment, funding strategy, and final recommendations. Required engagement includes at least three public meetings, three focus groups, and two pop-up events. Deliverables include memoranda, maps and graphics, cost estimates, an evaluation matrix, funding and governance assessments, draft and final reports, an executive summary, and presentation materials. All work must be completed by June 30, 2028. Only consultants prequalified under TCDI Category 5 may submit proposals.
