Description
The Port of Harlingen Authority is soliciting proposals from the short-listed teams selected through RFQ No. 2026-01 for progressive design-build services for a new rail park. The selected design-builder will provide Phase 1 preliminary design and preconstruction services, including alternatives analysis, concept selection, design development to approximately 60%, cost estimating, schedule development, risk management, railroad and utility coordination, permitting support, and development of a Guaranteed Maximum Price proposal. Subject to successful GMP negotiations, Phase 2 will include final engineering and permitting, subcontractor and vendor procurement, site development, rail infrastructure and lead-track construction, testing, commissioning, and project close-out. The project must coordinate with Union Pacific Railroad and comply with applicable Federal Railroad Administration and Texas Department of Transportation requirements. The estimated total project budget is approximately $15,000,000. Proposal requirements include a transmittal letter, executive summary, project team information, project approach, and separate sealed pricing information; the main proposal is limited to 15 pages, excluding the transmittal letter and appendices. Only the short-listed teams are eligible to submit proposals.
