Description
The New Britain Housing Authority seeks an experienced law firm to provide comprehensive labor and employment legal services. The scope includes collective bargaining and labor-relations advice; grievance, mediation, arbitration, administrative proceeding, and litigation representation; personnel and employment counseling; workplace investigations; employment-law compliance; policy and procedure review; disciplinary and pre-termination guidance; wage, hour, leave, accommodation, workers’ compensation, and workplace-safety coordination; employment agreements and related documents; preventive legal advice; management and board counsel; and legal training. Counsel must also provide prompt support for urgent matters, status reporting, billing and cost management, conflict disclosures, and transition assistance. The proposer must demonstrate relevant public-sector and housing-authority experience, Connecticut licensure and good standing, collective-bargaining and grievance-arbitration experience, administrative and litigation experience, and the capacity to respond promptly. The proposal must include firm and attorney backgrounds, assigned responsibilities and availability, an affirmative-action policy or program, comparable client references, professional-practice certification, relevant experience and capability information, and a fixed fee for the initial three-year period with applicable hourly rates and reimbursement information. The contract includes two one-year renewal options, and award will be based on the most advantageous offer rather than necessarily the lowest price.
