Description
Ramsey County, through its Property Management Department, is seeking a qualified construction manager/design team consisting of a general construction contractor and an architectural and engineering partner firm. The selected team will provide two-phase design-build services for exterior facade restoration and repairs at the Ramsey County Courthouse, including schematic and design development services, structural stabilization, masonry and stone repair planning, construction documents, bidding, construction administration, construction management, closeout, and record documentation. Part 1 will culminate in a Guaranteed Maximum Price proposal for Part 2 construction services, which are subject to further negotiation. The project addresses deterioration of the courthouse's historic stone facade, including cracking, stone deflection, staining, and sealant and mortar joint failures. The solicitation requires prevailing-wage compliance, a 32% Small Business Enterprise utilization goal, workforce goals of 20% women and 32% minorities, and use of multiple subcontractor bid packages. Responses are limited to 30 pages and must include the required response forms, cost proposal, hourly-rate schedule, team qualifications and experience, project understanding and workplan, exceptions statement, workforce-diversity information, and first-tier subcontractor information.
