Description
The Minnesota Department of Information Technology Services, partnering with the Department of Corrections, seeks a secure, scalable, commercially available configurable solution for the full lifecycle of surveys and assessments administered to incarcerated persons in Minnesota correctional facilities. Required capabilities include survey creation and distribution, response collection, automated scoring using agency-defined algorithms, reporting and downloadable scored results, role-based access control, and secure integration with the Department of Corrections' Operations Management System. The selected responder must configure and deploy the solution, develop and test the OMS integration, provide implementation, data migration, training, documentation, ongoing support, maintenance, updates, and troubleshooting. The State prefers a vendor-hosted SaaS solution with separate test and production environments. High-risk data requirements include NIST SP 800-53 Moderate compliance and GovRAMP Moderate authorization by April 1, 2027, or an accepted FedRAMP alternative with subsequent GovRAMP continuous monitoring. Implementation deliverables must be completed before January 1, 2028. Responses must include work-plan, qualifications and experience, accessibility documentation and VPAT materials, cost detail, required responder attachments, and the completed survey and assessment vendor response. The State may request transaction documents and other agreements before award or contract execution.
