Description
Cumberland County is seeking information from qualified development firms interested in designing and constructing a 24,000-square-foot temporary emergency shelter using the County-approved Unhoused Support Center design, then maintaining the facility and leasing it to the County. Respondents may describe lease-only, lease-to-own, or purchase options and provide a construction cost budget. The facility must accommodate at least 100 people, including men, women, and children; include an ADA-compliant kennel; meet ADA accessibility requirements for the facility, kitchen, bathrooms, and parking; and pass annual County environmental department inspections. Responses should describe the organization and its qualifications, relevant experience, shelter construction experience, project management, ability to execute using design development documents, project oversight and coordination, communication practices, ability to secure zoning and building approvals, community involvement, and cost model. Responses are limited to six pages, must use 8.5-by-11-inch pages and a font no smaller than 11 points, and must not include web links or unrequested materials. This is an information-gathering request, not a request for proposals or a guarantee of a future contract.
