Description
Louisville/Jefferson County Metro Government Emergency Services is soliciting professional services to update its five-year multi-hazard mitigation plan in accordance with 44 CFR § 201.6. The contractor will document the planning process and stakeholder participation; assess natural hazards, prior events, future probabilities, impacts, vulnerabilities, and repetitive flood losses; review existing plans and technical information; address National Flood Insurance Program participation; develop mitigation goals, actions, projects, prioritization, cost-benefit considerations, implementation procedures, and integration with other local planning mechanisms; and establish a process for continued public participation and plan maintenance. The contractor will prepare a final draft for public comment and successive review by Kentucky Emergency Management, the University of Kentucky Hazard Mitigation Grants Program Office, and the Federal Emergency Management Agency, then address required revisions and support formal adoption. Required proposal content includes technical expertise, key personnel and credentials, project approach, three similar project descriptions with references and at least three reference letters, resumes or bios for key staff, an organizational chart, certifications, and all-inclusive hourly rates with a not-to-exceed total. The designated project manager must hold a Certified Emergency Manager credential from the International Association of Emergency Managers.
