Louisville and Jefferson County Metropolitan Sewer District's presentation explains the transition from its MBE/WBE program to a race- and gender-neutral Small Business Enterprise (SBE) program beginning July 1, 2026, while the Small Local Business Enterprise (SLBE) program continues separately. The SBE program applies federal size standards, independence, good standing, and for-profit eligibility criteria, with no geographic requirement. The SLBE program requires a significant presence in Jefferson, Oldham, or Bullitt counties, Kentucky, and includes additional revenue, operating-history, and self-performance requirements. The presentation also describes SBE certification and recognition procedures, required supporting information, participation goals, and bid-submission documentation. Professional-services contracts valued at $100,000 or more have a 20% aspirational SBE goal, while construction contracts valued at $300,000 or more have a 35% SBE participation goal or require documented good-faith efforts.
