Description
The Federal Bureau of Prisons is soliciting a firm-fixed-price construction contract to provide all labor, materials, equipment, tools, and incidentals required to replace three boiler burners at Federal Medical Center Devens. The work will occur outside the secure prison environment; the awardee will not enter or receive access to the federal prison. The project magnitude is estimated at $1,000,000 to $3,000,000, with a 280-calendar-day period of performance from issuance of the Notice to Proceed. This is a 100 percent small-business set-aside under NAICS 238220. The work includes engineering and design responsibilities for temporary feedwater and surge-tank systems, compatible burner controls, electrical connections, emissions compliance, and manufacturer-certified installation personnel. Amendment 0002 provides additional questions and answers, including a requirement to maintain 35,000 pounds per hour of steam production, a 1,500-gallon surge tank capable of sustaining the plant for 20 minutes at the stated load demand, a maximum firing rate of 29.3 MMBtu/hr, and manufacturer certification for all installation personnel. Quotes are evaluated on price and past performance, and the submission deadline has been extended to October 20, 2026, at 1:00 PM CST.
