Description

The City of Thousand Oaks is seeking qualifications from experienced master developers to establish a pool of pre-qualified candidates for Phase 2A of the Downtown Project at the Civic Arts Plaza campus. The selected master developer may be a vertically integrated development firm or a consortium consisting of a lead developer and sub-developers. The scope is limited to private development components and is intended to lead to a subsequent RFP and negotiation of a disposition agreement. The entitled development program includes market-rate and affordable residential units, a hotel, curated ground-floor retail and dining, and related mixed-use components. The City is separately arranging public infrastructure and public-realm improvements, including $80 million in cash for those public investments. Respondents must demonstrate comparable experience across multifamily residential, hospitality, and retail and submit qualifications addressing project experience, financing, delivery strategy, public benefits, team organization, financial capacity, legal and financial disclosures, references, and a preliminary approach to delivering and financing Phase 2A. Shortlisted applicants will be invited to submit proposals in the subsequent RFP.
