Description
The Texas Workforce Commission is seeking qualified individuals to provide statewide, as-needed Impartial Hearing Officer services for Vocational Rehabilitation customer appeals and Business Enterprises of Texas grievances. Services include reviewing appeals, conducting pre-hearing conferences and mediations, holding administrative hearings, managing pre- and post-hearing matters, evaluating testimony and documentary evidence, and issuing written decisions or recommendations with findings of fact and conclusions of law. Travel throughout Texas may be required on a limited, as-needed basis. Subcontracting is not permitted. The solicitation uses a fixed-fee schedule of $125 per hour for IHO services, $50 per hour for qualifying travel time, and $200 per day for required training or meetings, with reimbursement of eligible travel and incidental expenses subject to stated limits. TWC intends to award multiple contracts, with an initial one-year term and four additional one-year renewal options. Respondents must submit a narrative response, at least two writing samples, references, and the required forms. Form 5 addresses security and privacy controls for handling confidential customer, medical, and case information, but it is required upon notification of award and before contract execution rather than with the initial response.
