Description
The Town seeks a consultant team to complete a comprehensive rewrite of its land use regulations and development standards, building on a prior consultant's code diagnosis and community engagement. The work includes project transition and management; confirming the ordinance framework and policy priorities; focused stakeholder and public engagement; drafting and iterative review of the ordinance; testing provisions; proposing zoning districts and map-change approaches; and supporting public hearings, adoption, and implementation. The new ordinance is expected to address zoning districts and use standards, development review procedures, housing, stormwater and environmental protections, transportation and parking, signs, subdivisions, and related provisions, with graphics and tools to improve usability. Final deliverables include an editable, publication-ready ordinance and supporting source files and GIS data, a plain-language resident and developer guide, explanatory materials, and an implementation and maintenance memorandum. Respondents must submit a statement of qualifications addressing the specified project approach, schedule, legal expertise, comparable projects, references, quality controls, team, and conflicts of interest. The project must be completed within 36 months of initiation; the detailed scope, schedule, deliverables, and fee will be negotiated with the selected consultant.
