Description
Durham County seeks a qualified professional engineering firm to develop a new transit plan. Work includes reviewing existing transit policies, governance, funding practices, and the prior plan; conducting stakeholder and board interviews; and preparing governance recommendations, policy updates, and a governance and policies handbook. The selected consultant will also develop bus service plans and service frameworks for GoDurham and GoTriangle, including service scenarios through FY2035, operating models, performance measures, and associated capital needs. The work further includes financial capacity analysis and transit investment programming through FY2045, scenario development, public and stakeholder engagement, and preparation of a draft and final transit plan. Proposals must address the requested approach, firm and team qualifications, similar projects, key personnel, client references, potential conflicts of interest, hourly rates, and a task-completion schedule. The proposal is limited to 16 pages, excluding specified front matter and supporting materials.
