Description
The Township seeks legal counsel for its Redevelopment Agency for calendar year 2027. Services include advising the agency's board and staff on redevelopment law and regulatory compliance; attending meetings; drafting and reviewing property acquisition, sale, leasing, and development agreements; advising on affordable housing and preparing related legal documents; assisting with tax increment financing, bonds, and other redevelopment funding; representing the agency in litigation and disputes; and advising on ethics, conflicts of interest, and governance. Counsel will also coordinate with municipal and planning board counsel on overlapping matters. Respondents must demonstrate relevant New Jersey redevelopment-agency experience and knowledge of the New Jersey Redevelopment and Housing Law, and submit qualifications, experience and references, key personnel resumes, an understanding of the agency's needs, and a proposed pricing structure. The proposed authorization for 2027 is not to exceed $17,500. The solicitation also requests regular progress reports and, as applicable, redevelopment plans, financial analyses, and meeting materials.
