Description
The Housing Authority of the City of New Britain is soliciting proposals from qualified law firms for comprehensive labor and employment legal services. The scope includes collective bargaining and labor relations, grievance and interest arbitration, personnel and disciplinary matters, employment-law compliance, workplace investigations, employment policies and procedures, administrative agency proceedings, litigation, accommodations and leave matters, wage-and-hour issues, workers’ compensation coordination, employment agreements, management training, preventive legal review, and related advice and representation. The selected counsel will advise the Executive Director, management, and Board of Commissioners and must demonstrate Connecticut bar admission, experience representing public employers or housing authorities, collective bargaining and grievance-arbitration experience, administrative and employment-litigation experience, and at least three comparable public-sector references. Proposals must include firm and attorney backgrounds, assigned staffing and availability, affirmative-action policy, references, professional-practice certification, experience and capability narratives, and a fixed fee for three years with applicable hourly rates and reimbursement terms. The contract has a three-year base period and two one-year renewal options.
