Description
The State of Delaware, Office of Management and Budget, Division of Facilities Management, is soliciting a single-prime stipulated-price construction contract for HVAC replacement at Delaware State Police Troop 5. The work includes replacing chillers and pumps and associated modifications, including HVAC systems, piping, controls, electrical work, selective demolition, testing, adjusting, balancing, temporary systems, permits, and coordination of building-system shutdowns. Addendum No. 2 permits Daikin as an acceptable chiller manufacturer if the specified performance requirements are met, including an integral duplex pump package and minimum 25% turndown at 30-ton nominal capacity. The addendum also revises composite trim, exterior painting, structural, demolition, site, and architectural work. Bidders must submit the latest bid form, subcontractor list, non-collusion statement, contractor-qualification affidavit, employee drug-testing affidavit, bid security, and other documents required by the project manual. A bid security equal to 10% of the bid amount and all additive alternates is required; the successful bidder must provide 100% performance and payment bonds upon contract execution. Work also includes seasonal sequencing, advance approval for critical-system shutdowns, temporary chiller provisions if needed, commissioning-related demonstrations and training, record drawings, operation and maintenance manuals, warranties, and closeout documentation required under the contract documents.
