Description
The City of Spokane, through its Solid Waste Disposal Department and Waste to Energy Facility, is soliciting a contractor to provide scheduled and unscheduled insulation services. The scope includes removal and replacement of insulation and cladding for boiler walls, piping, furnace and economizer casings, flue gas ducting, spray dryer absorber walls, hopper walls, power and non-power piping, turbines, valves, flanges, and other equipment; fabrication and installation of removable insulation blankets; demolition, dust control, cleanup, permits, mobilization, demobilization, labor, materials, tools, equipment, transportation, and supervision. Services are expected primarily during two annual boiler-maintenance outages, with approximately 1,000–1,600 labor hours annually plus up to 100 additional as-needed hours. The contract is a one-year unit-price contract with a not-to-exceed amount of $200,000 and three possible additional one-year extensions. Work is subject to Washington prevailing-wage requirements and extensive Waste to Energy Facility safety and environmental requirements. Bidders must attend the mandatory pre-bid conference, submit a 5% bid bond, and provide required pricing and responsibility information electronically.
