Description
The South Orange County Wastewater Authority seeks a sole banking institution to provide comprehensive banking services for its public-agency operations. Services include checking and interest-bearing deposit accounts; same-day deposit processing; check and ACH Positive Pay; wire transfers; payroll direct deposit; online banking with dual authorization and role-based controls; account analysis and fee reporting; and banking supplies, including two-signature checks and remote deposit capture equipment. The bank must be an eligible California public-funds depository, collateralize public deposits as required by state law, maintain a full-size branch in Orange County, and support transfers involving the County of Orange, LAIF, and CLASS. The proposal must describe the institution’s qualifications and public-sector banking experience, proposed account team, service and fraud-response capabilities, financial strength and deposit protection, business continuity and technology, implementation approach, and pricing. Include the institution’s most recent audited financial statements and latest 10-K or equivalent, along with current credit ratings from at least two recognized rating agencies or equivalent financial-strength documentation. Proposals are limited to 50 pages, excluding resumes and required financial statements, and must be submitted as a searchable PDF.
