Description
The Griffin-Spalding County School System is seeking a managed service provider to recruit, screen, hire, credential, employ, compensate, manage, and replace personnel supporting special education programs. Staffing categories may include special education teachers, paraprofessionals, speech-language pathologists, occupational and physical therapists, school psychologists, BCBAs, RBTs, nurses, interpreters, vision and hearing specialists, adaptive physical education teachers, social workers, audiologists, and other special education support personnel. The selected provider will serve as employer of record and provide payroll, benefits, employment-tax, workers’ compensation, personnel-record, credentialing, background-screening, performance-management, replacement, and compliance administration. The scope also includes workforce forecasting and recruitment, staffing continuity and absence coverage, service-level response, IEP-related service continuity, technology and dashboards, FERPA-compliant data handling, cybersecurity, and recurring reporting. Required deliverables include implementation and transition planning, workforce and vacancy reports, fill-rate and time-to-fill reports, credential-compliance reports, service-delivery and missed-service reports, performance and corrective-action reports, executive reviews, program-improvement recommendations, and annual program assessments. Proposals must address the technical approach, qualifications, staffing and recruitment, employer-of-record model, service delivery, technology and reporting, implementation, account management, pricing by staffing category, references, certifications, and current insurance coverage.
