Description
The City of Riverside Public Utilities Department is soliciting a lump-sum construction bid for modifications to the Palmyrita Water Treatment Plant to support PFAS removal. The scope includes furnishing and installing ion exchange pressure vessels and media, a prefilter system, booster pump station, structural concrete, treated-water distribution connections, aboveground and belowground piping, paving and site improvements, stormwater treatment and best management practices, electrical and instrumentation facilities, and a backup generator. The contractor must also provide traffic control, programming and SCADA integration, commissioning and startup, acceptance testing, operator training, and operations and maintenance documentation. The project requires a California Class A General Engineering Contractor license, a 10 percent bid bond, 100 percent payment and performance bonds, prevailing-wage and federal Davis-Bacon compliance, and compliance with American Iron and Steel and Build America, Buy America requirements. The contract duration is 700 calendar days from the Notice to Proceed, with a 250-day Phase I milestone and final acceptance required within 700 days.
