Description
The City of West Covina is requesting professional architectural and engineering services to prepare complete plans, specifications, and estimates for improvements at Del Norte Park and Dog Park. The project includes reconfiguring the existing dog park into separate small-dog, large-dog, and rotational areas; creating a secure Police K-9 training facility enclosed by a six-foot CMU wall; installing fencing, gates, lighting, drinking fountains, benches, waste stations, trash receptacles, and dog play equipment; developing a Police K-9 memorial area; demolishing and restoring the existing snack bar area; and coordinating required utility, environmental, survey, geotechnical, and site investigations. The selected consultant will develop three conceptual alternatives, preliminary cost estimates, environmental documentation, and PS&E submittals at approximately 60%, 90%, and 100% completion. The scope also includes project management, stakeholder and City Council presentations, bidding support, responses to requests for information, addenda, construction meetings, review of submittals, and preparation of record drawings. The anticipated construction budget is approximately $800,000, and the City seeks a bid-ready design within one year of the notice to proceed. Proposals must include a cover letter, project summary, methodology and schedule, fee schedule, subcontracted-services information, similar-project experience, and references.
