The Northeast Ohio Regional Sewer District is soliciting proposals for the BCSO-3 Tunnels and Regulators project, part of the Big Creek Tunnel combined sewer overflow storage program. The work includes Branch 1, 2, and 3 tunnels; new underground diversion, gate, screen, and shaft structures; modification or rebuilding of existing flow regulators; repair or upsizing of sewer segments; buildout of Shaft BCT-6; installation and outfitting work associated with BCSO-2 infrastructure; commissioning of BCSO-2 and BCSO-3 infrastructure; and restoration of the BCT-6 site. Proposers must submit one original, five copies, and an electronic PDF version with bookmarks on a USB drive. Submitted materials must use a font equivalent to Times New Roman 12-point or larger. The solicitation identifies a 20% SBE goal. A pre-bid conference is scheduled for October 8, 2026, and proposals are due October 30, 2026.
