Description
The Connecticut Housing Finance Authority seeks qualified HUD-standard housing counseling agencies to provide services throughout Connecticut. Requested services include pre-purchase homebuyer education and individual counseling; financial fitness education and one-on-one financial coaching; mortgage delinquency and foreclosure-prevention education and counseling; rental education and counseling; and landlord education. Agencies may propose for one or more service areas. Workshops have specified minimum durations, and individual counseling or coaching may be delivered in person, by telephone, or online. Agencies must meet stated organizational, staffing, experience, accessibility, and HUD certification criteria, and must provide reporting, client-management, and program-support services. Responses must describe the agency and its qualifications, personnel, Connecticut presence, service areas, diversity and affirmative-action practices, legal proceedings, CHFA experience, nonprofit and tax-exempt status, client-management system, budget and audit, leveraged funds, and continuity planning. The response must also include the completed service and eligibility checklist, representations and certifications, and specified Connecticut campaign-finance forms. Multiple agencies may be selected; no minimum volume of work is guaranteed.
