Description
Connecticut State Colleges and Universities seeks developers to finance, design, install, operate, and maintain solar photovoltaic systems at five campuses. The base bid covers nine potential installations, including rooftop, ground-mounted, parking-lot canopy, and parking-garage canopy systems; a supplemental bid covers a potential tenth site on vacant land. Proposals may address sites individually or in specified combinations. The selected developer will sell the electricity generated to the respective campuses under power purchase and license agreements and will submit the projects for the utility's large LREC/ZREC program. The turnkey scope includes engineering, equipment, construction, interconnection, permitting, financing, monitoring, billing, maintenance, and decommissioning. Proposers must provide technical and project-delivery narratives, project experience, schedules, operations and maintenance plans, system output and pricing proposals, and the completed project information statement and required attachments. The anticipated base contract term is 20 years, with a possible five-year extension; proposers may offer an alternate term up to 25 years total.
