Description
Webb County is soliciting proposals for a turnkey, IP-based intercom system to enhance communication within the county jail. The project includes the supply, installation, integration, testing, and ongoing support of the new system. The system should be integrated with the facility's existing network, access control, CCTV, and emergency systems, and must comply with all applicable state standards for correctional communication infrastructure. The county jail is a medium-sized detention facility housing approximately 540 inmates daily, with administrative areas, housing units, medical facilities, visitation areas, intake/booking, and other secured zones. The scope of work encompasses hardware requirements such as IP intercom master and substations, door entry interfaces, paging amplifiers, and durable, correctional-grade components. Software and integration aspects include centralized management software, integration with existing or planned access control and CCTV systems, and emergency broadcast functionality. Network requirements involve support for VLANs, QoS, secure authentication, and compliance with county network policies and cybersecurity standards. The system must also meet or exceed Texas Jail Commission standards for communication reliability, redundancy, supervision, and routine testing. Installation and testing will include a site survey, system design, installation of devices and cabling, functional and acceptance testing, and demonstration of full functionality. The chosen vendor will also be responsible for providing comprehensive training for administrators, IT staff, and end-users, along with system documentation (as-built drawings, operation and maintenance manuals) and manufacturer warranties. Optional extended support and maintenance agreements will also be considered.
